Goal: a portal for every city

Open City Portal is an open-source platform for city portal which enables even the smallest city or town without adequate budgetary and human resources to create a Portal. It has an advanced design to achieve major objectives of e-government: inclusion, interaction, encouraging transparency, and making municipal services more citizen-oriented.
What is Open City Portal? Open City Portal is being developed by several universities and development organizations to support the World Summit for Cities and Local Governments on Information Society in Bilbao.

You can create your city portal without any special knowledge and free of charge. Open City Portal has a knowledge sharing function, enabling partner cities to exchange best practice and lessons. 

Open city portal has the following 7 features:
Feature 1: Citizen-centric portal

The Open City Portal aims to provide all the information necessary for citizens' life according to life stages (Birth, Marriage, Retirement), and types of activities (Health, Education, Work, Starting a Business), rather than according to organizational structures..

Feature 2: Open-source platform The Open City Portal is an open-source platform, which can be used free of charge. Also installation requires no IT expert. Any city government employee can provide and update content through Web browsers. Any municipality, even the smallest city or town can create a portal if it has a will to do so.
Feature 3: Inclusion of all the citizens The Portal promotes inclusion of all groups working for the citizens' needs. In addition to the public sector, civil society, NGOs, private service providers, and professionals can contribute content to the Open City Portal. Information on schools, libraries, doctors, hospitals, tourist spots, and unique products and shops will be created by citizens participation. Citizens can ask questions, state their opinions and make comments.
Feature 4: Saving transaction costs

Open City Portal provides information about city service and how to contact them systematically. Citizens can download all the application forms for city government services. City government will gradually develop back-office systems to allow on-line applications..

Feature 5: Promoting the administrative reform The Open City Portal will improve city services and accelerate administrative reform. Through participatory creation of integrated city portals,  citizens and city governments will recognize the duplication of administrative procedures and lack of services in certain areas. This will prompt administrative reform to improve services, streamlining the procedures and creating a one- stop shop for each service area.
Feature 6: Promoting transparency Open City Portal promotes transparency of municipal governance through the provision of budgetary and policy information and encourages participation of citizens in policy-making processes.
Feature 7: Knowledge sharing For any service category, the Open City Portal has two pages: One for information for its citizens concerning the services provided in the city, and the other, a global knowledge sharing page, which provides other cities' case studies, tutorials, resource persons, and toolkits for policy makers. The Open City Portal has a "Go Global" button which leads to the global knowledge sharing forums for each category of services.
