    Step 1: Identifying Goals
    You are creating Goals/Activities in this category. There are four levels of local government objectives:

  • Visions: long-term, high-level objectives, decided by the Master Plan of the municipality,
  • Goals: Sector or Service Category-level objectives set by departments. Departments are responsible for monitoring and achievement of the Goals. 
  • Activities: Division-level objectives to materialize Goals. Division heads will define them and be accountable for achieving targets.
  • Programmes: Unit-level objectives to achieve an Activity, Units define them and be accountable for achieving the targets.   
    if you plan to create Visions, go to "My City, Activity Forum." Visions should be discussed and decided through a participatory Master Plan process.
    We recommend that Department Heads in charge of this Service Category will define Goals in the Category in coordination with Partners (other offices and private sector) using this form.

    After creating Goals, Divisions under the Department will define their Activities to support these Goals in Step 2. 

    After the creation of Activities, Units under the Division will define their Programmes to achieve the targets of the Activities.
If you are representing a Department to define Goals, please give the Name and Description of the Goal and the name of the Department accountable for the Goal. .
