Answer: SSSはホームレス問題が深刻だった2000年3月より、住宅と福祉制度に関するセーフティネット（受け皿）の役割を担ってきました。東京都、神奈川県、埼玉県、千葉県、茨城県の１都４県にて生活困窮者を対象として、空き家となっている社員寮、賃貸アパート、一戸建て等の住宅ストックをオーナーから借り上げ、居住支援をベースとして生活支援、就労支援、雇用創出等を行っています。

「住む家を失った」そんな時、地域の受け皿は限られている
生活困窮状態に陥り、「住む家を失った方」または「失いかけている方」がいざ助けを求めようとしても地域の受け皿は限られています。それは、生活困窮と言っても、経済的に困窮しているだけではなく、社会的に孤立してしまっているケースが多いからです。生活困窮者に含まれる高齢者、障害者、母子・父子世帯、外国人、DV被害者、刑余者、路上生活者といった様々な状況の方が、制度を活用するにしても、抱えている問題を解決するにしても、まず安心して生活できる住居が必要なことは共通した課題となります。
「住む家を失った」ことに対する具体的かつ即応的な地域の解決方法
SSSではオーナーから借り上げた住宅ストックをリフォームするなどして、社会福祉事業（無料低額宿泊所）として自治体へ届出を行い、ガイドラインに沿った運営のもと、生活困窮者の居住支援を行っています。2015 年に行政機関をはじめ、医療機関、警察、地域生活定着支援センター、地域住民、ボランティア、他団体等からSSSに寄せられた相談は合計5,353 件にのぼり、「住む家を失った」ことや生活困窮状態に対する具体的かつ即応的な地域の解決方法として選択されています。
利用料と住宅ストック借り上げ費用の差額によって自立支援サービスを提供
収入は利用契約を利用者と締結し、住宅費、共益費、光熱水費、食費等を利用料として設定しています。利用者は生活保護費、年金、就労収入等によりこれらを支払います。利用者から受け取る住宅費の合計と住宅ストック借り上げ費用の差額が運営費の基本となり、ここから人件費、消耗品費、旅費交通費、車両費、通信費、修繕費等を支払い、自立支援サービスを提供しています。（一部地域では、行政からの委託事業による人件費補助等の収入があります。）
雇用創出等により社会コストを削減
SSSは居住支援と同じく、雇用創出を大切な活動の１つとしています。SSSを利用する方が法人理念に賛同し、正社員やアルバイトとして「支援される側」から「支援する側」となっています。（2015年10月現在では、合計754名のスタッフのうち、662名、87.8％の元利用者や就労困難であった方が仕事や役割を得て活躍しています。）さらに、こうした雇用創出や就労支援、年金受給支援によって生活保護を受ける方の生活保護費は少なくて済むようになります。SSSではこの経済効果を「社会コスト削減額」として集計しており、月平均で約1億600万円、年間合計で約12億7700万円の実績があがっています。
十数年の活動によって得られたもの
2000年よりこれまでの十数年間で出会ってきた当事者の方、地域生活へ自立していかれた方への支援のノウハウ、実績は何にもかえがたい財産です。また、行政機関をはじめ、住宅ストックの提供元である不動産事業やオーナーとの信頼関係も地域の受け皿をつくっていく上では欠かせません。さらには、「目の前にいる方を何とかしたい」、「地域に不足している社会資源を創り出したい」、「少しでも社会の役に立ちたい」というように、熱いハートを持ったスタッフ・組織が事業の手法で社会問題を解決する社会的企業の推進力になっています。
