Answer: 東近江モデルは、市民が共同で出資し、太陽光発電所を設置し、そこでの発電により得られる 売電収入を地域商品券として出資者に配分する仕組みのことである。 主な特徴としては、以下の２つである。 −設置スペースや購入資金等の制約から太陽電池を持つことができない人でも、 小口の出資を通じ実質的に太陽光発電が可能になる。 −売電収入を市内限定・期間限定の商品券として配分することにより、地域経済 の発展に寄与する。 地域商品券事業は原資が一番の問題となるが、この仕組みであれば特別な財政措置がなくても 地域経済循環の後押しができるのが特徴である。:		Hampstead Heath, London, in April

市民共同太陽光発電所について
市民共同の太陽光発電所は、2005 年に八日市やさい村建物屋根（6kW）に1 号機、2010 年にFM ひがしおうみ社屋屋根（4.4kW）に2 号機が設置され、現在市内に2 機が稼働している。	出資者が増えれば、大型の太陽光設備を導入することが可能であるが、リスク分散等の観点か ら、家庭用設備を分散して設置させる方向で考えている。
出資について
ここでの「出資」は、金融商品取引法上の「出資」は意味していない。したがって、「出資者50 人募集。1 口10 万円、15 年で償還」といったような出資者の集め方は取引免許もなくできない。 ここでは、市民共同発電事業に興味がある人が投資クラブ的に集まり、1 口幾らにするか、ど のような設備を導入するか、償還をどのくらいにするか等について、その都度議論しながら決め ていくことになる。	1号機は出資が1口５万円で、出資は54件、個人や団体からの寄付が12件の計66件。2号機の出資は1 口10 万円で、出資者は27名（29口）。出資者は商工会議所を除くと個人だけである。 なお、償還期間中は出資金の元本の返済が地域商品券で行われる。償還後も、売電収入に応じて地域商品券が配られる。なお、元本保証は行っていない。

地域商品券について 地域商品券について 地域商品券について 地域商品券の利用期間は6カ月未満（6カ月以上では金融商品という扱いになり許認可が必要となる。）で、おつりは返ってこない。	なお地域商品券については、「市の各種補助金（太陽光パネル設置補助）」等の際に既に発行している。「市民共同太陽光発電所」については、2011年4月以降に発行する予定である
