Answer: The Social Services Inspectorate (SSI) national inspection report - A Matter of Chance for Carers? - identified a number of key issues in relation to local authority support for carers. This leaflet lists these issues and provides questions to help frontline staff and first-line managers consider them.

During 1997 and 1998 SSI inspected seven local authority social services departments, looking specifically at how they provided support and services for adults who were caring for other adults, ie people caring for older people and those caring for people with physical or learning disabilities or with mental illness. The SSI inspection teams included lay assessors and used standards and criteria to guide them in their judgements.

Clarifying carers’ entitlements and local procedures for working with carers
Do you have up-to-date information about your entitlement to assessment and the possibilities for support and services? And do you have similar information for the person you care for?

Do you know what to do and what would happen if your circumstances change?

If you have views about the information available, have you told your Social Services Department (SSD) or other agencies?

Involving carers
Have social workers and other professionals treated you as a partner in working with the person you care for? If you want to comment or complain, do you know how to?

Have your own needs been taken into account when services were being arranged?

Have you checked that your care manager recorded how you were involved and how your needs were assessed? Have you signed a copy of the assessment and care plan or got your own copy or had your care manager tell you what has been agreed and decided?

Working with other agencies
Do all the people who provide support for you or services for the person you care for know about each other’s involvement?

Do you have an agreed plan with the agencies providing services for the person you care for to cover emergencies?.

Do you know who is the manager of any support and service workers who help you or the person you care for?

Ensuring a fair share of support for carers across the SSD
