Highest Worklessness in Liverpool
Population estimates for those of working age in Everton Ward in 2006 were 9,725 and the number of benefit claimants within the working age client group was 4,601 which gives a worklessness rate of 47.3% compared to 27.2% in Liverpool as a whole. This is the highest worklessness rate of all the Liverpool wards.
Working Patterns
Of those people who are in work, 29% have part time hours, compared to the city average of 26%.2
Household Structure
55% of households with dependent children in Everton ward are lone parent households, compared to 39% in Liverpool as a whole.
Supply of Childcare
The majority of places available for the under fives are provided by day nurseries who between them deliver 125 places. There are 55 places for the 552 children aged 0-2 years in the ward and 94 places for the 361 children aged 3-4.
Therefore parents of infants aged under two may find it difficult to secure childcare should they wish to undertake full time work or training. The situation for parents of 3-4 year olds is more promising with full time childcare available for one in four of this age group.
There are three childminders operating in Everton, between them offering 17 places with 7 vacancies at the time of writing. There is a Childminding Network in operation in the ward. Childminding Networks offer flexible and accessible services such a care for children with Special Educational Needs, excluded children, respite care and support for teen parents. Some Network Childminders choose to become ‘accredited’ to provide home-based early education to 3 and 4 year olds offering families a home-based alternative to nursery care.

There are currently 428 places for school age children in Everton Ward. For parents working full time, they frequently require both after school care and school holiday provision. Current childcare would accommodate 240 children to this effect.
There are 156 full time places in school nurseries for the 166 children aged three years in the area, a large decrease since last year evident in the drop of unfilled places to 25.5 (although this remains high). Due to the standard hours of school nursery provision, this does not replace formal childcare. However, wrap around care from breakfast and after school clubs is an alternative. There is one such facility in Everton ward and we have assumed that this provides 5 places for 3-4 year olds.
There are also six nurseries and a pre-school playgroup in neighbouring wards, situated close to the Everton boundary, so residents could also benefit from this provision.
Conclusioni
Everton is one of the more deprived wards in Liverpool with all residents falling within the 10% most deprived in England. The average income is one of the lowest in the city and Everton ward has the highest worklessness rate in the city.
There is some provision for school age children and a substantial number of places offered to 3 and 4 year olds through day nursery provision and also through school nurseries. There is a small oversupply of school nursery places, with a high proportion of unfilled places, although this has been reduced from last year.
There appears to be less provision for the 0-2 years age group.
School aged children benefit from school holiday provision via the Splash schemes and from a large private/voluntary provider. The ward also has the highest number of playgrounds in comparison to other wards in the city.

Since the date of data collection in December 2007 and the date of publication, there will inevitably have been changes in terms of numbers of providers/ Childcare places and the status of Children's Centre development. This information should also be placed within the local context. Therefore, please ensure that Children's Services Area Development Workers or Liverpool Children's Information Service is consulted in relation to data before any plans are made.
